The mechanism builds on the framework agreement for water cooperation signed during President Erdoğan’s visit to Iraq on 22 April 2024, which followed earlier agreements including a 2014 memorandum of understanding.

It covers four areas of work: improving water quality and stopping river pollution; modern irrigation methods and technologies; reclaiming agricultural land; and governance and rational use of water in Iraq.

A joint advisory team from both countries identifies the projects and their priority based on requests from Iraqi authorities. The Iraqi authorities then announce the projects for competition among Turkish companies, so that a qualified company is selected to deliver each one.
